refuse to adhere to the terms and spirit of the Agreement, the Indian Government continue to offer at auction the amount of opium

for shipment to China, which they are entitled to do under the

Agreement; such action might result in a grave financial disaster

and we are of opinion every endeavour should be made to persuade

the Indian Government to discontinue all further sales of opium for the China market until some solution of the present difficulty

has been arrived at.

The gravity of the situation is, in our

opinion, so great that we beg to approach Your Excellency with the

request that you will represent the matter to the Colonial Office i

in order that some steps may be taken in the direction mentioned.

We think it only right to point out that the Merchants would never have entered into the commitments had they not felt perfectly satisfied they were protected by Treaty rights.
